What the Section 232 minimum import price actually does

On August 6, 2026, Presidential Proclamation 11052, “Adjusting Imports of Polysilicon and Its Derivatives Into the United States” (91 FR 51975), established the first minimum-import-price regime under US trade law for the solar supply chain. Effective 12:01 a.m. ET on December 4, 2026, covered imports must be entered at or above fixed floors: $21/kg for polysilicon, $100/kg for ingots and wafers, $0.22/W for cells, and $0.38/W for modules.

If the entered value lands below the floor, the importer pays a specific duty equal to the shortfall — and without documentation, the duty equals the full floor value. On top of the floor, a 15% additional ad valorem duty applies to ingots and downstream derivatives (10% for UK-origin goods; the EU, Japan, Korea, Taiwan, Switzerland, and Liechtenstein are capped at 15% combined with Column 1 rates).

One exemption matters for buyers: supply under a fixed-term contract signed before August 6, 2026 can be certified at entry and clears without the floor. For installers and distributors, the practical effect is a guaranteed repricing of imported modules — the $0.38/W floor sits above today’s US-delivered pricing — so timing and contract status now drive landed cost as much as the quote itself.
