Solar Permitting Checklist: Documents, AHJ Requirements & Inspection Guide
A smooth permit is the difference between an on-time commissioning and a stalled project. This checklist walks solar installers through the entire permitting process — the documents you need, common Authority Having Jurisdiction (AHJ) requirements, the inspection sequence, and realistic timelines. Common AHJ Requirements
Requirements vary by jurisdiction, but these recur nationwide:
- Fire access setbacks — IRC R331.1 / IFC 605.1 requires 36" ridgeline access, 18" hip/valley, and 3-ft pathways for fire fighter access on residential roofs. Check local amendments.
- Roof load verification — Dead load (panels+racking ~2–5 psf), snow load (ASHRAE/ASCE 7), wind uplift.
- Grounding & bonding plan — EGC size, GEC, bonding of rails/frames per NEC 690.43/250.
- Rapid shutdown compliance — Module-level or boundary device per 690.12 (NEC 2017+).
- AC disconnect accessibility — Utility-accessible lockable disconnect within sight of meter.
- Conduit / wiring methods — PV wire, MC4 listed connectors, secured per 690.31.
- Signage — PV system warning label with max voltage/current, rapid shutdown label, bi-directional meter label.
- Zoning & setbacks — Ground-mount setbacks, height limits, screened equipment.
- HOA / architectural review — Some HOAs require approval even when state solar-rights laws limit denial.
Inspection Checklist
Rough-in / pre-final inspection

- [ ] Flashing/sealants complete; no exposed roof penetrations
- [ ] Module clamps at correct torque; no frame stress
