The clock is ticking on R-410A. On January 1, 2025, the U.S. EPA's AIM Act rules banned the manufacture and import of most new HVAC equipment charged with R-410A, and by 2026 the refrigerant's underlying HFC production allowances are down more than 40% from the 2020 baseline. If you install, service, or stock residential and light-commercial HVAC, the phase-down is no longer a future event — it is shaping every job you quote this week.
Here is what contractors, distributors, and facilities teams need to know right now, and how to keep systems running long after new-equipment sales tilt to R-32 and R-454B.
1. The AIM Act timeline: production cuts from 2022 through 2036
The American Innovation and Manufacturing (AIM) Act of 2020 directs the EPA to phase down the production and consumption of hydrofluorocarbons (HFCs) by 85% over 15 years, using an allowance-based cap system. The step-downs, expressed as a percentage of the 2011–2013 baseline, are:
- 2022–2023: 90% of baseline
- 2024–2028: 60% of baseline
- 2029–2033: 30% of baseline
- 2034–2035: 20% of baseline
- 2036 and beyond: 15% of baseline
R-410A is a 50/50 blend of R-32 and R-125, both high-GWP HFCs, so it sits squarely inside the cap. On top of that, EPA's Technology Transitions Rule under Subsection (i) of the AIM Act prohibits the manufacture or import of most new residential and light-commercial air conditioners and heat pumps charged with refrigerants above 700 GWP starting January 1, 2025 — that ceiling excludes R-410A (GWP ~2088) but permits R-32 (GWP ~675) and R-454B (GWP ~466).
2. Servicing existing R-410A equipment is legal indefinitely
This is the single most important message for homeowners and building owners: the AIM Act does not force removal of installed equipment, and it does not ban the sale of R-410A to certified technicians for servicing existing systems. Production allowances shrink, so wholesale prices will rise over time, but existing R-410A units can be topped off, repaired, and kept in service for their full useful life.
Millions of R-410A residential systems installed between 2010 and 2024 are still under 10 years old. Ripping them out early to install R-32 or R-454B is almost never the economically or environmentally correct answer. Keep them running, keep them charged, keep them tight — and plan the transition at end of life.
3. The replacement refrigerants: R-32 and R-454B
Two mildly flammable A2L refrigerants now dominate new residential and light-commercial HVAC:
- R-32 — single-component, GWP 675, higher capacity per pound than R-410A, favored by Daikin, Mitsubishi, and other ductless-heavy OEMs.
- R-454B (Opteon XL41) — a 68.9/31.1 blend of R-32 and R-1234yf, GWP 466, adopted by Carrier, Trane, Lennox, Rheem, and most of the U.S. ducted-split market.
Both require new equipment certified to UL 60335-2-40 with A2L handling features (leak detection, mitigation, updated wiring). They are not drop-in replacements for R-410A. Contractors must complete manufacturer A2L transition training and re-tool for the new service procedures.
4. Sourcing virgin R-410A while allocations still permit it
As allowances tighten, virgin R-410A cylinders are getting harder to find and prices are climbing every quarter. If you maintain a fleet of R-410A systems — apartment portfolios, hotel chains, school districts, or a residential service book — locking in supply now is a defensible move.

5. EPA 608 certification: still non-negotiable
Section 608 of the Clean Air Act requires anyone who purchases or handles regulated refrigerants — including R-410A, R-32, R-454B, R-134a, and R-22 — to hold a current EPA 608 Technician Certification. The phase-down does not change this. If anything, the transition makes documentation more important: distributors are being asked to verify certification on every sale, and audits are up.

6. Reclaimed R-22 stays legal and available
R-22 (HCFC-22) production and import ended in the U.S. on January 1, 2020 under the Montreal Protocol, but reclaimed R-22 remains fully legal to sell, purchase, and use to service existing equipment. AHRI 700 certification confirms the reclaimed gas meets the same purity spec as new-production R-22.

Bottom line for contractors
The phase-down is not a cliff — it is a slope. New installs will move to R-32 and R-454B, existing R-410A and R-22 systems will need refrigerant for years, and the operators who stock ahead, train their techs on A2L, and keep their EPA 608 paperwork clean will be the ones taking market share through the transition.
